Ruben D. Torres – President
The President of the Association is a lawyer and a labor leader who organized private and public employees, like the Pambansang Kilusan ng Paggawa and the Public Sector Labor Integrative Center before he joined the Government.
In Government, he was formerly Undersecretary of Labor Relations and then Secretary of Labor and Employment (1987 – 1992) under President Corazon C. Aquino.
In the administration of President Fidel Valdez Ramos, he served from 1995 – 1998 as the Executive Secretary.
He lectures on Labor Law and Collective Bargaining at the School of Labor and Industrial Relations, University of the Philippines, Diliman.
He graduated with the degrees of Bachelor of Arts and Bachelor of Laws from the University of the Philippines. He has been granted by three leading Universities in the country with the degrees of Doctor of Laws (Honoris Causa) and Doctor of Public Administration (Honoris Causa).
He was awarded the Presidential Golden Heart Award by President Fidel Ramos for his significant role in the forging of a Final Peace Agreement with the Moro National Liberation Front (MNLF) and for initiating peace talks and negotiating the Ceasefire Agreement with the Moro Islamic Liberation Front (MILF).
Atty. Norberto C. Caparas Jr. – General Secretary
He is actively engaged in the practice of law specializing in labor law and litigation.
He graduated from the University of the Philippines with the degree of Bachelor of Science in Business Administration (1994) and from the Ateneo School of Law with the degree of Juris Doctor (1998). He earned his Diploma in Industrial Relations (2012) and his Master in Industrial Relations (2013) from the UP School of Labor and Industrial Relations (SOLAIR) where he graduated Valedictorian (Academic Excellence). He is the country’s delegate to the 2012 UN Conference on International Year of Cooperatives at the UN Headquarters in New York, USA.
Amie Lyla G. Abalos – Treasurer
She is a human resources practitioner and an active member of socio-civic organizations.
She earned her Diploma in Industrial Relations (2012) from the UP School of Labor and Industrial Relations (SOLAIR). She is finishing her Master in Industrial Relations also from UP-SOLAIR. She graduated from the University of the East in Manila with the degree of Bachelor of Science in Psychology (2009).
Marcelo B. Robosa- Auditor
Mr. Marcelo Robosa has a wide experience in Information Communication Technology (ICT), Project Management and Management Information System.
He has served the government in various capacities, as Senior Manpower Policy Analyst (ILMS-DOLE), as head of the Management Information System Division (PS-DOLE) and as Director IV at the Office of the Executive Secretary, Office of the President of the Republic of the Philippines.
He has a Master in Industrial Relations (University of the Philippines–School of Labor and Industrial Relations), Diploma in Industrial Relations (UP-SOLAIR), and Bachelor of Industrial Education from the UP College of Education
Mr. Robosa was President of the Government Organization for Information Technology (GO for IT) from 1996-1997. As President of the GO-IT, he has organized National Conventions for the promotion and use of the Internet.
He organized and served as President of the Department of Labor Employees Union (DOLE-EU) from 1989 to 1995
Atty. Manuel A. Torres – Chief Legal Counsel
Atty. Manuel A. Torres, graduated with the Degrees of Bachelor of Arts and Bachelor of Laws at the University of the Philippines, Partner, Torres Clemencio Cabochan and Torres Law Offices.
Jorj Delvir Maceda -VP International Affairs
He has been part of multinational companies where he established processes on strategic sourcing, internal mobility and recruitment. His experience to deal with a diverse culture of managers and stakeholders across different geographies and his strong foundation on labour-market made him proficient in fulfilling his role as a partner in Resourcing and Talent Management.
He has a degree in BS Industrial/Organizational Psychology (Magna Cum Laude) from the Polytechnic University of the Philippines, a Diploma in Industrial Relations and is now finishing his Master of Industrial Relations specializing in Human Resource Development from the UP School of Labor and Industrial Relations.
Karen Ann F. Tangonan – VP Organization
She is a human resources practitioner in the BPO and professional services industry.
She graduated from the University of Sto. Tomas with the degree of Bachelor of Science in Psychology. She is also a licensed teacher. She earned her Diploma in Industrial Relations (2012) from the UP School of Labor and Industrial Relations (SOLAIR) and is finishing her Master in Industrial Relations from the same university.
Dean Jonathan Sale, PhD
Dean Jonathan P. Sale is the current Dean of the School of Labor and Industrial Relations, University of the Philippines and is a Doctor of Public Administration, (DPA).
